The foundation for the development of youth relations between the Russian Federation and the Republic of Belarus:

  • intergovernmental Agreement on cooperation in the field of youth policy of June 30, 1995, 
  • intergovernmental Agreement on cooperation in the field of culture, education and science of February 21, 1995, 
  • Agreement on cooperation in the field of state youth policy between the Ministry of Science and Higher Education of the Russian Federation and the Ministry of Education of the Republic of Belarus of December 15, 2014, 
  • Treaty on the establishment of the Union State of December 8, 1999, 
  • Agreement of the CIS Member States on cooperation in the field of youth work of November 25, 2005. 

The purpose of the Agreement of June 30, 1995 is to promote the expansion and strengthening of cooperation in the field of youth policy, to involve young people in the implementation of cooperation programs in the field of economy, ecology, health, education, culture, sports and tourism.

The Agreement of February 21, 1995 provides for cooperation, youth and youth organizations’ exchanges using traditional cultural, scientific, professional and sports ties.

The purpose of the interdepartmental Agreement is to regulate cooperation between Russia and Belarus for comprehensive development and education of young people, the promotion of a healthy lifestyle, the formation of citizenship, support for youth initiatives and the implementation of other joint projects as part of the implementation of youth policy.

Since 2002 the Russian-Belarusian Youth Union (RBYU), currently a union of the All-Russian public organization "Russian Union of Youth" and the public association "Belarusian Republican Youth Union" has been operating in the territory of two countries. 

Since 2013 at the initiative of the National Youth Council of Russia with the support of the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Education of the Republic of Belarus and the Belarusian Republican Youth Union, the Russian-Belarusian Youth Forum bringing together representatives of the largest youth organizations of countries has been held.

Since 2013 cooperation between the All-Russian Youth Public Organization "Russian Students’ Teams" (RST) and the Public Association "Belarusian Republican Youth Union" has been developing. 

In 2017 the Youth Chamber was established under the Parliamentary Assembly of the Union of Belarus and Russia.

Youth interparliamentary relations between Russia and Belarus are also developing as part of the implementation of the Agreement between the Chamber of Young Legislators under the Federation Council of the Federal Assembly of the Russian Federation and the Youth Council (Parliament) under the National Assembly of the Republic of Belarus signed in 2021 as part of the VIII Forum of Regions of Belarus and Russia.

The Republic of Belarus participates in the development of international youth cooperation through the Commonwealth of Independent States (CIS) and the Eurasian Economic Union (EAEU).
