The Ministry of Science and Higher Education of the Russian Federation:
- performs the functions of development, implementation and legal regulation of state youth policy,
- ensures the fulfillment of the international obligations of the Russian Federation in the framework of the implementation of international agreements in the field of youth cooperation,
- ensures the representation of Russia in mixed councils, committees, commissions, working groups and subcommittees on issues of youth cooperation,
- organizes multilateral and bilateral international youth forums, congresses, conferences, seminars, round tables, exhibitions and other events,
- coordinates the implementation of the international volunteer program "Ambassadors of the Russian language in the world".
The Deputy Minister of Science and Higher Education of the Russian Federation is the co-chairman of the Russian-Japanese Commission on Youth Exchanges and the Russian-French Committee on Youth Exchanges. The Director of the Department of State Youth Policy and Educational Activities of the Ministry of Science and Higher Education of the Russian Federation is the co-chairman of the Russian-German Council for Youth Affairs.
The Ministry of Science and Higher Education of the Russian Federation is the permanent member of the Council for Youth Affairs of the CIS Member States.
