In order to implement decisions of the Council for Youth Affairs of the CIS Member States the meeting of the working group was held to finalize the draft Regulation "CIS Youth Capital".
Participants were 16 people. They were representatives of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan, the CIS Executive Committee.
At the meeting of the Council for Youth Affairs of the CIS Member States on November 14–15, 2019 during considering the issue "On the draft Regulation "CIS Youth Capital" draft Regulation on the International Competition "CIS Youth Capital" was taken as the basis developed by the basic organization of the CIS Member States for working with youth (RTU MIREA) together with the National Youth Council of Russia.
Members of the working group proposed to work out the issue of implementing the project "CIS Youth Capital" in the format of an interstate program.
As a part of the meeting the working group finalized the draft Regulation. According to the draft document, the founder of the interstate program "CIS Youth Capital" is the Council of Heads of the CIS Member States, which will annually determine Youth Capital of the Commonwealth. Organizers of the program in the CIS will be government agencies coordinating the implementation of youth policy together with youth public organizations. The status of the Youth Capital will be given for a period of one year. An important element in the implementation of the program will be the holding of national and international youth events in the winning cities.

The meeting of the working group was held to exchange views on the Regulation on the International Competition "CIS Youth Capital" and the development of interstate humanitarian cooperation in the field of youth policy of the CIS Member States through the International Competition "CIS Youth Capital".

The working group submitted the draft Regulation for approval by the Council for Youth Affairs of the CIS Member States which took place on October 16, 2020. Following the meeting of the Council for Youth Affairs of the CIS Member States it was decided to organize a discussion in the Commonwealth countries with interested government bodies of the country on the project of the Interstate Program "CIS Youth Capital"
