Federal Agency for Youth Affairs (Rosmolodyozh)

The Federal Agency for Youth Affairs (Rosmolodyozh) performs the functions of providing public services and managing state property in the field of state youth policy, implementation in cooperation with public organizations and movements representing the youth’s interests, measures aimed at ensuring healthy life of young people, moral and patriotic education and the implementation by young people of their professional capabilities. 

One of the main tasks of Rosmolodyozh is the development of international youth cooperation, the involvement of young people in international projects in the field of innovation, entrepreneurship, creativity and volunteerism. 

In accordance with the schedule of measures for the implementation of strategic planning documents and other key areas of activity of the Federal Agency for Youth Affairs for the period of 2019-2024, the key areas of activity of Rosmolodyozh in the field of international youth cooperation are: 

  • development of international youth cooperation in the CIS, 
  • consolidation of young Russian compatriots living abroad, promoting the preservation of their ties with their historical homeland, 
  • implementation of youth exchanges with the Republic of India, 
  • development of youth cooperation with BRICS countries, 
  • development of youth cooperation with the Shanghai Cooperation Organization (SCO) Member States, 
  • development of youth cooperation with the People's Republic of China. 

As part of the development of international youth cooperation Rosmolodyozh:

  • is responsible for the implementation of bilateral interdepartmental agreements on cooperation in the field of youth policy with Vietnam, India, Iran, Kazakhstan, Cambodia, Kyrgyzstan, Serbia, Tajikistan, Uzbekistan, Montenegro and South Africa, 
  • organizes the work of project offices of international youth cooperation in the areas of "Russia – Arctic Council" (in the Yamalo-Nenets Autonomous Okrug), "Russia – Belarus", "Russia – Organization of Islamic Cooperation" (in the Republic Tatarstan), "Russia – Central Asian Region" (in the Omsk Region) and "Russia – BRICS" (in the Ulyanovsk Region) with the support of the Ministry of Foreign Affairs of the Russian Federation and regional governments
  • organizes the annual International Youth Forum of Russian compatriots living abroad and the work of the automated information system "Young Compatriots", 
  • organizes the International Youth Forum "Eurasia Global", 
  • organizes the All-Russian competition "Leaders of International Cooperation", 
  • implements the project "International Youth Business Incubator of the SCO Member States" together with the Russian Union of Youth, 
  • is a partner of the project "Russian-Chinese Youth Business Incubator" which is implemented by the Russian Union of Youth and the All-Chinese Youth Federation. 

Within the framework of the Federal Statistical Survey concerning state youth policy Rosmolodyozh annually summarizes data on the implementation of the priority direction "Promotion of international and interregional cooperation in the field of youth policy." One of the nominations of the All-Russian competition of youth projects (for individuals and educational organizations of higher education) annually conducted by the Federal Agency for Youth Affairs is "Projects aimed at supporting intercultural dialogue and international cooperation". 

The Federal State Budgetary Institution "Centre for Assistance to Young Professionals" (a subordinate institution of Rosmolodyozh) exercises the powers of the basic organization of the CIS Member States for the development of youth entrepreneurship. 

The Head of Rosmolodyozh is the Chairman from the Russian side of the Subcommittee on cooperation in the field of youth Policy of the Russian-Chinese Commission for Humanitarian Cooperation, the Chairman of the Interdepartmental Council for Youth Affairs under the Government Commission on Compatriots Living Abroad.

Rosmolodyozh is a permanent member of the Russia-Azerbaijani working group on cooperation in the field of youth policy, the Russian-German Council for Youth Affairs, the Russia-Japanese Youth Exchange Committee and the Russia-French Committee on Youth Exchanges, and also represents the Russian Federation at meetings of ministers and the heads of BRICS youth departments.
