Youth Chamber at the Parliamentary Assembly of the Union of Belarus and Russia

The Youth Chamber at the Parliamentary Assembly of the Union of Belarus and Russia is the advisory and consultative body. The decision to establish the Youth Chamber was made on December 16, 2017.

The Youth Chamber consists of 40 members, 20 are citizens of the Republic of Belarus and 20 are citizens of the Russian Federation.

The Youth Chamber is formed by the parliaments of the Republic of Belarus and the Russian Federation for a period of two years from among:

  • members and deputies of the chambers of the National Assembly of the Republic of Belarus and the chambers of the Federal Assembly of the Russian Federation, 
  • deputies of local Councils of Deputies of the Republic of Belarus, 
  • legislative (representative) bodies of state power of the constituent entities of the Russian Federation and representative bodies of municipalities of the Russian Federation, 
  • representatives of youth parliaments, 
  • representatives of youth branches of political parties and organizations, 
  • representatives of youth movements, organizations and public associations of the Republic of Belarus and the Russian Federation.

The main goals and objectives of the Youth Chamber:

  • involvement of young parliamentarians and youth of Belarus and Russia in the process of building the Union State, 
  • assistance to the activities of the Parliamentary Assembly of the Union of Belarus and Russia in the field of regulation of the rights and legitimate interests of young people, 
  • involvement of young people in parliamentary activities, the formation of legal and political culture, social and civic activity of young people, 
  • coordination of interaction between youth organizations, active youth of Belarus and Russia.

Powers of the Youth Chamber:

  • making proposals to the Parliamentary Assembly of the Union of Belarus and Russia in the field of youth policy as well as on issues affecting the rights and legitimate interests of youth of Belarus and Russia, 
  • preparation of reviews on draft resolutions of the Parliamentary Assembly of the Union of Belarus and Russia, affecting the rights and legitimate interests of youth of Belarus and Russia, 
  • assistance in organizing and holding events of the Union State for youth of Belarus and Russia, 
  • participation of the Chairman and the First Deputy Chairman of the Youth Chamber in the sessions of the Parliamentary Assembly of the Union of Belarus and Russia with the right of an advisory vote, 
  • participation of representatives of the Youth Chamber in parliamentary hearings, conferences, seminars and other events of the Parliamentary Assembly of the Union of Belarus and Russia.
