XXXI Meeting of the Council for Youth Affairs of the CIS Member States

The purpose of the event is to discuss important issues of horizontal relations between young people, a promising vector of the open dialogue among the CIS countries.

The event took place at the sites of the Ministry of Science and Higher Education of the Russian Federation and the basic organization of the CIS Member States for working with youth – MIREA – Russian Technological University. 

Grigory Gurov, the Deputy Minister of Science and Higher Education of the Russian Federation, addressed the meeting participants with a welcoming speech.

As part of the work reports and discussions were presented on the following issues: the activities of MIREA – Russian Technological University as the basic organization of the CIS Member States for working with youth and the activities of the Centre for Analysis and Prevention of Information Threats in the Youth Environment of the Institute of Youth Policy and International Relations of RTU MIREA. Such issues as development of the Action Plan for 2021-2022 for the implementation of the Strategy for International Youth Cooperation of the CIS States Members for 2021-2030 and organization of the implementation of the Action Plan for 2023-2024, development of the Action Plan for 2021–2023 to implement the Concept for the Development of Cooperation between the CIS Member States in Support of the Youth Volunteer Movement and the development of a draft Action Plan for holding the Year of the Volunteer Movement in the Commonwealth of Independent States in 2024 were presented. There were also preparing the participation of national delegations in the events of the international stage of the International Youth Project of the CIS Member States "100 Ideas for the CIS", candidacies of cities of the CIS Member States for the right to receive the status of "CIS Youth Capital" in 2024, 2025 and 2026, experience in organizing work with talented and gifted youth in the CIS Member States, preparation of the draft Regulation on the Commonwealth Youth Cybersport Games, development of the project "E-library for a youth worker "Youth of the CIS". There were also discussions on such topics as implementation by the Ministry of Science and Higher Education of the Russian Federation of the Youth and Student Tourism Program, implementation of the Council’s recommendations given at the meeting on 25.05.2022 on the activities of the Federal State Budgetary Institution "Centre for Assistance to Young Professionals" as the basic organization of the CIS Member States for the development of youth entrepreneurship, implementation of the Council's Work Plan for 2023, holding the next meeting of the Council.

Participants: The meeting was attended by the members of the Council from the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan as well as the representatives of the basic organizations of the CIS Member States for working with youth and for the development of youth entrepreneurship, the Executive Committee of the CIS, representatives of the Association of Volunteer Centers of Russia and the All-Russian Public Movement "Volunteers of Victory". In total 30 people participated there. 

Key results: The participants considered the agenda of the meeting and made agreed decisions included in the minutes on 12 issues.

As a result of the meeting the following key decisions were made: the rector of MIREA – Russian Technological University, the basic organization of the CIS Member States for working with youth, presented a report on the activities of RTU MIREA as the basic organization of the CIS Member States for working with youth. The participants of the meeting noted the significant contribution of RTU MIREA to the development of international youth cooperation among the CIS Member States. The positive work of RTU MIREA in organizing advanced training for youth workers, developing the e-library "Youth of the CIS", forming a data bank on participants and winners of the International project of the CIS Member States "100 ideas for the CIS", the development of the draft Recommendations "On measures to identify and systematically support talented children and youth". The creation of the Centre for Analysis and Prevention of Information Threats in the Youth Environment in RTU MIREA received a positive assessment, where additional professional advanced training programs were developed to prevent destructive social impact on young people on the Internet in social networks for 36 and 72 academic hours.

The active participation of youth of the CIS Member States in the events held in the second half of 2022, including the positive experience of holding the Kelechek (Future) Youth Forum of the CIS and the EAEU in Cholpon-Ata of the Kyrgyz Republic to update the topic of youth entrepreneurship, issues of involving young people in the processes of digital transformation of the CIS and the EAEU, the development of international youth cooperation was noted. 

The members of the Council adopted the Action Plan for 2023-2024 for the implementation of the Strategy for International Youth Cooperation of the CIS Member States for 2021-2030, approved by the Decision of the Council of Ministers of Foreign Affairs of the CIS dated October 12, 2022.

The Council expressed gratitude to the Ministry of Education of the Republic of Belarus and the Central Committee of the public association "Belarusian Republican Youth Union" for the high level of organization of the Forum of Youth Public Organizations of the CIS Member States "Vector for the Future" that took place on July 14–15, 2022 in Minsk and Vitebsk of the Republic of Belarus. The Council decided to contribute to the practical implementation of the Forum Resolution.

At the meeting the members of the Council from the Republic of Kazakhstan were asked to work out the issue of holding the next Forum of Youth Public Organizations of the CIS Member States in 2023.

Representatives of the CIS Member States stated that measures are being taken in the countries to implement the Action Plan for 2021–2023 to develop the Concept for the implementation of Cooperation of the CIS Member States in Support of the Youth Volunteer Movement. At the same time they noted the effectiveness of holding the "Volunteer of the Year" competitions in the CIS Member States and encouraging the best volunteers based on the results of their participation in the volunteer movement as well as the active participation of volunteers in the Youth Forum on the topic "Volunteering in the preservation of cultural heritage in the CIS" dedicated to Year of Folk Art and Cultural Heritage in the CIS and held from May 25 to June 1, 2022 in Dushanbe.

In order to implement the Decision of the Council of the CIS Heads of State on declaring 2024 as the Year of the Volunteer Movement in the CIS, 2025 Year of the 80th Anniversary of the Victory in the Great Patriotic War as the Year of Peace and Unity in the Fight against Nazism, 2026 as the Year of Health Protection from 14 October 2022, the members of the Council agreed to develop, in cooperation with other bodies of sectoral cooperation of the CIS, a draft Action Plan for holding the Year of Volunteer Movement in the CIS in 2024 to submit it for consideration by the Council of Heads of Government of the CIS while preparing it to take into account the proposals of the leading national youth volunteer organizations.

The composition of the Organizing Committee of the International Youth Project of the CIS Member States "100 Ideas for the CIS" was approved, the member of the Council, the Deputy Minister of Education of the Republic of Belarus Alexander Kadlubay was appointed its head. The members of the Council made specific decisions on the deadlines for sending applications for participation in the international events of the Project, information about the participants of the Project for placement in the data bank on innovative projects and their authors as well as proposals for candidates for specialists in the Expert Council. It was noted that the section of the Project has been created on the website of RTU MIREA "Youth of the CIS".

In general, proposals to nominate the cities of Tashkent (the Republic of Uzbekistan), Lankaran (the Republic of Azerbaijan), Kapan (the Republic of Armenia) for the right to receive the status of "Youth Capital of the CIS" in 2024, 2025 and 2026, respectively were approved. 

The options for the form of the certificate "Youth Capital of the CIS" proposed by RTU MIREA were considered for further refinement.

The participants noted that the CIS Member States have developed a fairly effective practice of identifying and systematically supporting talented and gifted youth. They also stressed that the expansion and creation of a system of joint work to identify and support gifted youth is an important direction in the development of further cooperation between the Commonwealth countries. They recommended for use in the work the review material "On the experience of organizing work with talented and gifted youth in the CIS Member States" prepared by the CIS Executive Committee on the basis of information from the Council members.

The members of the Council generally approved the draft Regulation on holding the Commonwealth Youth Cybersport Games and made decisions to finalize it as well as to prepare a program for holding the first Commonwealth Youth Cybersports Tournament in 2023.

Based on the results of the presentation of the project e-library "Youth of the CIS", the members of the Council expressed their gratitude to RTU MIREA for the measures taken in cooperation with the Russian State Library for Young Adults to develop this project including the creation of a telegram channel of the e-library. The idea of creating a Glossary of Youth Policy was supported, the members of the Council agreed to consider the concept of the Glossary at the next meeting.

The participants of the meeting noted the positive experience of the implementation of the Youth and Student Tourism Program by the Ministry of Science and Higher Education of the Russian Federation, including its international track in the format of organizing cultural and educational tours for students studying in educational institutions of higher education of the CIS Member States.

The meeting approved the Work Plan of the Council for 2023.

In order to prepare the next meeting of the Council, a request to the authorized representatives of the Kyrgyz Republic in the Council by February 15, 2023 to send proposals to the CIS Executive Committee on the dates, venue and program for holding the next meeting of the Council in the first half of 2023 to inform the members of the Council was made. It was also decided to hold the meeting of the Council in the Republic of Belarus in the second half of 2023 during the events of the final of the International Project of the CIS Member States "100 Ideas for the CIS". 

As part of the meeting of the Council the representatives of the CIS Member States visited the laboratories and technopark of RTU MIREA, the office of the autonomous non-profit organization "Russia – Land of Opportunity" where they got acquainted with youth projects implemented by the organization and the Museum of Victory.
