The Ministry of Foreign Affairs of the Russian Federation:

• presents to the President of Russia proposals on the directions of humanitarian policy of the Russian Federation abroad, one of the tasks of which is to encourage international youth cooperation, 
• carries out the implementation of foreign policy of the Russian Federation in the field of humanitarian policy as well as the coordination of the activities of federal executive bodies and international relations of the constituent entities of the Russian Federation in the field of humanitarian policy, 
• ensures control over the fulfillment of the international obligations of the Russian Federation including within the framework of the implementation of international agreements in the field of youth cooperation, 
• is the permanent member of mixed councils, committees and commissions in the field of youth cooperation (including the Russian-Azerbaijani joint working group for cooperation in the field of youth policy, the Russian-German Council in the field of youth cooperation, the Russian-French Committee for Youth Exchanges, the Russian-Japanese Youth Exchange Commission).
