The Federal State Budgetary Educational Institution of Higher Education "MIREA – Russian Technological University" (RTU MIREA) is the largest university in Russia in the field of training highly qualified specialists in such areas as electronics, radio engineering and telecommunications systems, instrumentation, cybernetics, information technology, chemistry, biotechnology and others. An important direction of the university's activity is the development of international cooperation.

In 2015 the University established the Institute of Youth Policy and International Relations (IYPIR of RTU MIREA) one of the key tasks of which is to coordinate the implementation of intergovernmental agreements of the Russian Federation in the field of humanitarian cooperation on youth issues. Its implementation is the responsibility of the Ministry of Science and Higher Education of the Russian Federation. In addition, the IYPIR of RTU MIREA conducts scientific research, provides scientific and methodological, consulting, expert, information services in the field of youth policy and international youth cooperation.

RTU MIREA:

  • performs the powers of the basic organization of the CIS Member States for working with youth, 
  • performs the functions of the Russian Coordinating Bureau in the field of youth cooperation with Germany, 
  • performs the functions of the Coordinating Bureau of Russian-Japanese Youth Exchanges, 
  • implements additional professional training programs "Organization of working with youth in the CIS" and "Organization of international youth cooperation", 
  • organizes internships for leaders of youth public associations of the CIS Member States, 
  • is the operator of the Portal of official information on international youth cooperation intermol.su and the e-library "Youth of the CIS".
