BCYO is a republican union, the statutory goal of which is to create conditions for the most complete realization of the rights and legitimate interests of members of organizations participating in BCYO, to promote the development of a civil society in the Republic of Belarus based on the patriotic and spiritual and moral values of the Belarusian people.

BCYO was established by the decision of the Constituent Conference on October 24, 2003.

As of 2021, the Belarusian Committee of Youth Organizations unites 35 youth public associations operating on the Republic of Belarus.

Tasks of the Committee:

• creation of conditions for the development of youth and children's movement of the Republic of Belarus, 
• organization of legal, resource, information and other support for youth and children's associations of the Republic of Belarus, 
• consolidation of youth community to realize its interests, protection of the rights of children and youth, participation in the implementation of youth programs and solving national problems, 
• participation in the development and implementation of youth policy programs in the Republic of Belarus aimed at implementing the intellectual, moral, social and physical development of young people, 
• analysis and representation of the interests of organized youth, a consolidated position or various positions of youth and children's associations of Belarus before the state, society and business, organization of intersectoral interaction in the implementation of youth policy in the Republic of Belarus, 
• organization of international youth cooperation on the Republic of Belarus and beyond its borders, representing the interests of youth and children's public movement of the Republic of Belarus in the international arena.

The development of international youth cooperation is one of the priorities of the Committee as a factor in maintaining and deepening friendly relations, stimulating interaction between national and international youth organizations.

International meetings are organized and events are held to strengthen partnerships between the National Youth Councils of the CIS Member States, exchange experience in the implementation of socially significant programs and projects in various countries.

The Belarusian Committee of Youth Organizations cooperates with the National Youth Council of Russia within the framework of the Agreement signed in 2013.
