The foundation for the development of youth relations between the Russian Federation and the Republic of Kazakhstan is the Agreement on cooperation in the field of culture, science and education of March 28, 1994 and the Agreement of the CIS Member States on cooperation in the field of youth work of November 25, 2005.

In accordance with the Agreement of 1994, Russia and Kazakhstan encourage cooperation and exchanges between youth and youth organizations using traditional cultural, scientific, professional and sports ties, and also promote the development of direct partnerships in the field of education between higher and secondary educational institutions, vocational schools and schools.

In 2019 the Federal Agency for Youth Affairs and the Ministry of Information and Social Development of the Republic of Kazakhstan signed a Memorandum of Understanding in the field of youth policy.

The Memorandum provides for cooperation in the following areas:

  • implementation of exchange programs for youth, youth organizations and employees of authorized state bodies for the implementation of youth policy, 
  • exchanging information about events (forums, symposiums, congresses, conferences, seminars, trainings, festivals, exhibitions, competitions, briefings) and facilitating the participation of their representatives in events held in Russia and Kazakhstan, 
  • strengthening interaction in terms of the exchange of information and best practices in the field of legislative support for volunteering, measures of state support for civil initiatives, increasing the capacity of youth and volunteer organizations, implementing educational programs, projects and events aimed at sharing experience, 
  • joint participation in the development and implementation of long-term programs and plans aimed at improving the level of youth work, 
  • support for youth institutions and organizations in Russia and Kazakhstan as well as their involvement in the implementation of joint projects at the international level in the field of youth policy in accordance with the terms of the Memorandum.

The Republic of Kazakhstan participates in the development of international youth cooperation through the Commonwealth of Independent States (CIS), the Eurasian Economic Union (EAEU), the Shanghai Cooperation Organization (SCO) and the Organization of Islamic Cooperation (OIC).
