The "Selet" Tatarstan Republic Youth Social Fund was established in Kazan in 1994 on the initiative of teachers of Kazan State University in order to identify and support gifted and talented children and youth.

Since 2012 the "Selet" Fund has been representing the Russian Federation in the Organization of Islamic Cooperation Youth Forum, an international non-profit organization uniting leading youth organizations of the Organization of Islamic Cooperation (OIC) Member States as well as international youth organizations operating in the OIC Region and youth organizations representing Muslim minorities in the world.

The cooperation with the OIC Youth Forum is carried out with the support of the Ministry of Foreign Affairs of the Russian Federation, the Federal Agency for Youth Affairs, the Russia-Islamic World Strategic Vision Group and the Government of the Republic of Tatarstan.

Since 2020 at the "Selet" Fund the Project Office for International Youth Cooperation in the direction "Russia – Organization of Islamic Cooperation" founded by the Federal Agency for Youth Affairs and the Ministry of Youth Affairs of the Republic of Tatarstan has been operating. The project office is aimed at supporting the systemic interaction of youth and youth organizations in Russia with youth and youth organizations of the OIC Member States.
