The foundation for the development of youth relations between the Russian Federation and the Republic of Azerbaijan is the intergovernmental Agreement on cooperation in the field of youth policy of November 14, 2019, the intergovernmental Agreement on cultural and scientific cooperation of June 6, 1995 and the Agreement of the CIS Member States on cooperation in the field of youth work of November 25, 2005. 

In accordance with the Agreement of November 13, 2019, Russia and Azerbaijan cooperate with each other in the field of youth policy through:

  • holding joint events in the field of youth policy (symposiums, congresses, conferences, seminars, festivals, forums, exhibitions, competitions and others), 
  • establishing and developing links between organizations operating in the field of youth policy, 
  • creating favorable conditions for organizing summer holidays and improving health of young people, including the organization of cultural and educational events.

In accordance with the 2019 Agreement, the Russia-Azerbaijani working group for cooperation in the field of youth policy, which holds annual meetings to summarize the results of cooperation over the past and agree and sign action plans for the next year, was established. From the Russian side the working group is headed by the Deputy Minister of Science and Higher Education of the Russian Federation, the composition of the Russian part of the working group was approved by the order of the Government of the Russian Federation of October 22, 2020 No. 2729-r.

In accordance with the Agreement on cultural and scientific cooperation, Russia and Azerbaijan encourage cooperation and exchange between youth and youth organizations using traditional cultural, scientific, professional and sports ties for this.

Azerbaijan participates in the development of international youth cooperation through the Council of Europe, the Commonwealth of Independent States (CIS), the Organization of Islamic Cooperation (OIC) and the Organization of the Black Sea Economic Cooperation (BSEC).

The National Assembly of Youth Organizations of Azerbaijan is part of the European Youth Forum.
