Steering Committee for cooperation between the Council of Europe and the Russian Federation

The Steering Committee for cooperation between the Council of Europe and the Russian Federation in the field of youth policy was established in 2014 in accordance with the Framework Program for Cooperation between the Ministry of Science and Higher Education of the Russian Federation and the Council of Europe in the field of youth policy. It was valid until March 15, 2022, before Russia's withdrawal from the Council of Europe (statement by the Ministry of Foreign Affairs of the Russian Federation).

The purpose of the Steering Committee is to develop and monitor the execution of action plans for the implementation of the Framework Program for Cooperation between the Ministry of Science and Higher Education of the Russian Federation and the Council of Europe in the field of youth policy.

The Steering Committee from the Russian side included representatives of the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, the Federal Agency for Youth Affairs and the National Youth Council of Russia, and from the Council of Europe were representatives of the Youth Department of the Council of Europe and the European Steering Committee for Youth of the Council of Europe.

Meetings of the Steering Committee were held at least once a year alternately in Russia and in the official premises of the Council of Europe in France or Hungary as agreed.
