Russian-Azerbaijani youth cooperation is carried out within the framework of the implementation of the Agreement between the Government of the Russian Federation and the Government of the Republic of Azerbaijan on cooperation in the field of youth policy of November 13, 2019.
In accordance with the Agreement, the Russian-Azerbaijani working group on cooperation in the field of youth policy which has been meeting annually since 2020 was created to summarize the results of cooperation over the past year as well as to coordinate and sign action plans for the next year.
From the Russian side the working group is headed by the Deputy Minister of Science and Higher Education of the Russian Federation. The composition of the Russian part of the working group was approved by the Decree of the Government of the Russian Federation of October 22, 2020 No. 2729-r.
In September 2021 the Second meeting of the Russian-Azerbaijani working group on cooperation in the field of youth policy was planned to be held in person. A program was prepared with face-to-face participation of the group members from both countries.
Due to the current epidemiological situation with COVID-19, the event was postponed to be held online until January 2022 based on the decisions of the relevant Ministries of the Russian Federation and the Republic of Azerbaijan.
The meeting from the Russian side was attended by representatives of the Minister of Science and Higher Education of the Russian Federation, the Department of the Office of the President of the Russian Federation for Interregional and Cultural Relations with Foreign Countries, Rosmolodyozh, the Fourth Department of the CIS Member States of the Ministry of Foreign Affairs of the Russian Federation, the Directorate for Assistance to International Development and Humanitarian Programs of Rossotrudnichestvo, the Department of International cooperation and public relations of the Ministry of Science and Higher Education of the Russian Federation and the National Youth Council of Russia.
From the side of the Republic of Azerbaijan representatives of the Ministry of Youth and Sports of the Azerbaijan Republic, the Department of Eastern Europe and Central Asia of the Ministry of Foreign Affairs, the First territorial department of the State Committee for Work with Diaspora of the Azerbaijan Republic, the Ministry of Education of the Azerbaijan Republic, the Department for Work with Youth Organizations of the Azerbaijan Youth Foundation, the National Council of Youth Organizations of the Republic of Azerbaijan, the Heydar Aliyev Center took part.

The topic of the meeting was the implementation of the Plan of joint activities of the Ministry of Science and Higher Education of the Russian Federation and the Ministry of Youth and Sports of the Republic of Azerbaijan in the field of youth policy for 2021.
During the meeting the results of the implementation of state youth policy in the Russian Federation and the Republic of Azerbaijan in 2021 were announced. The results of the implementation of the Action Plan between the Ministry of Science and Higher Education of the Russian Federation and the Ministry of Youth and Sports of the Republic of Azerbaijan for the implementation of youth cooperation for 2021 were summed up. The issue of developing and approving the Plan of main activities between the Russian Federation and the Republic of Azerbaijan for the implementation of youth cooperation for 2022 as well as the issue of the time and place of the Third meeting of the Working Group were considered.
The key results:
According to the proposals included in the final protocol, the following was decided:
- to carry out on a regular basis the exchange of information materials between relevant ministries in the field of implementation of state youth policy in Russia and Azerbaijan,
- to recognize as satisfactory the implementation of the Action Plan between the Ministry of Science and Higher Education of the Russian Federation and the Ministry of Youth and Sports of the Azerbaijan Republic for the implementation of youth cooperation for 2021 taking into account the epidemiological situation in the territories of the Russian Federation and the Azerbaijan Republic,
- to approve the Plan of main activities between the Russian Federation and the Republic of Azerbaijan for the implementation of youth cooperation for 2022 taking into account the epidemiological situation in the territories of the Russian Federation and the Republic of Azerbaijan,
- to organize the Third meeting of the working group on the territory of the Russian Federation in the second half of 2022.
