Russian-Azerbaijani youth cooperation is carried out within the framework of the implementation of the Agreement between the Government of the Russian Federation and the Government of the Republic of Azerbaijan on cooperation in the field of youth policy of November 13, 2019.
In accordance with the Agreement, the Russian-Azerbaijani working group for cooperation in the field of youth policy was established. It has been holding meetings every year since 2020 in order to sum up the results of cooperation over the past year as well as agree and sign action plans for the next year.
From the Russian side the working group was headed by the Deputy Minister of Science and Higher Education of the Russian Federation. The composition of the Russian part of the working group was approved by the order of the Government of the Russian Federation of October 22, 2020 No. 2729-r.
From December 22 to 24, 2022 the III meeting of the Russian-Azerbaijani working group on cooperation in the field of youth policy was held in Moscow. There the results of the implementation of state youth policy in the Russian Federation and the Republic of Azerbaijan in 2022 were announced, the issue of developing and approving the Plan of main events between the Russian Federation and the Republic of Azerbaijan for the implementation of youth cooperation for 2023 was considered.
As part of the event the participants learned about the activities of major youth organizations of the Russian Federation and attended the solemn ceremony of awarding the winners of the All-Russian Prize for Youth Achievements "Young Time – 2022".
The Russian delegation included representatives of the Ministry of Science and Higher Education of the Russian Federation, the Department of the Office of the President of the Russian Federation for Interregional and Cultural Relations with Foreign Countries, Rosmolodyozh, the Fourth Department of the CIS Member States of the Ministry of Foreign Affairs of the Russian Federation, the National Youth Council of Russia. It was also attended by representatives of the All-Russian Social Movement "Volunteers of Victory", the expert club "Digoria", the basic organization of the CIS Member States for working with youth.
The Azerbaijan delegation included representatives of the Ministry of Youth and Sports of the Republic of Azerbaijan, the Ministry of Science and Education of the Republic of Azerbaijan, the Ministry of Foreign Affairs, the Youth Foundation, the Union of Volunteer Organizations of Azerbaijan, the National Council of Youth Organizations of the Republic of Azerbaijan, the Public Organization "Debates in Civil Society", the Parliament of Azerbaijan Republic from the youth sector.
The event was attended by 22 people.
Key results:
According to the proposals received in the draft protocol, the following was decided:
- recognize as satisfactory the implementation of the Action Plan between the Russian Federation and the Republic of Azerbaijan for the implementation of youth cooperation for 2022,
- take note of information on the results of the implementation of state youth policy in the Russian Federation and the Republic of Azerbaijan in 2022,
- the Department of State Youth Policy and Educational Activities of the Ministry of Science and Higher Education of the Russian Federation and the Youth Department of the Ministry of Youth and Sports of the Republic of Azerbaijan to exchange information materials on a regular basis in the field of implementation of state youth policy in Russia and Azerbaijan,
- the parties to consider the draft Plan of the main events between the Russian Federation and the Republic of Azerbaijan for the implementation of youth cooperation for 2023 and approve it in the first quarter of 2023,
- the Department of State Youth Policy and Educational Activities of the Ministry of Science and Higher Education of the Russian Federation and the Youth Department of the Ministry of Youth and Sports of the Republic of Azerbaijan to coordinate in the working order the place and time of the IV meeting of the Working Group,
- take into account information on the implementation of projects of youth public organizations.
