The foundation for the development of youth relations between the Russian Federation and the Republic of Uzbekistan is the Agreement on cooperation in the field of culture, science and technology, education, healthcare, information, sports and tourism of March 19, 1993 and the Agreement of the CIS Member States on cooperation in the field of youth work of November 25, 2005.

In accordance with the Agreement of 1993, Russia and Uzbekistan will promote in every possible way the expansion and strengthening of cooperation through public organizations including youth ones.

Youth cooperation between Russia and Uzbekistan is also carried out as part of the implementation of the Memorandum of Understanding between the Federal Agency for Youth Affairs (the Russian Federation) and the Agency for Youth Affairs of the Republic of Uzbekistan of November 19, 2021.

The Memorandum provides for the development of cooperation in the field of youth policy in the following priority areas:

  • implementation of exchange programs for youth, youth organizations and employees of authorized state bodies for the implementation of youth policy, 
  • exchange of information about events, forums, congresses, symposiums, congresses, festivals, exhibitions, and facilitation of the participation of representatives of Russia and Uzbekistan in events held on the territory of Russia and Uzbekistan, 
  • elaboration of joint programs for the development of science among youth of Russia and Uzbekistan as well as the creation of conditions for scientific activity, 
  • strengthening cooperation in terms of the exchange of information and best practices in the field of legislative regulation of volunteering, measures of state support for civil initiatives, increasing the capacity of youth and volunteer organizations, implementing educational programs, projects and events aimed at sharing experience, 
  • joint participation in the development and implementation of long-term and short-term programs and plans aimed at improving the level of youth work, 
  • support for youth institutions and organizations in Russia and Uzbekistan as well as their involvement in the implementation of joint projects in the field of youth policy at the international level in accordance with the Memorandum.

The Republic of Uzbekistan participates in the development of international youth cooperation through the Commonwealth of Independent States (CIS), the Shanghai Cooperation Organization (SCO) and the Organization of Islamic Cooperation (OIC).
