The foundation for the development of youth relations between the Russian Federation and the Kyrgyz Republic is the Agreement between the Government of the Russian Federation and the Government of the Kyrgyz Republic on cooperation in the humanitarian sphere of April 5, 2012 and the Agreement of the CIS Member States on cooperation in the field of youth work of November 25, 2005.

In accordance with the Agreement, Russia and Kyrgyzstan promote the development of cooperation and the exchange of experience in legal regulation in the field of youth policy as well as promote direct cooperation between youth organizations and the exchange of information about youth events organized on the territory of their states in order to encourage youth participation of Russia and Kyrgyzstan.

In order to implement the Agreement and specify the activities, intergovernmental programs on cooperation in the field of youth policy as well as cooperation programs through interested ministries, departments, organizations and institutions can be adopted.

In 2019 the Federal Agency for Youth Affairs and the State Agency for Youth Affairs, Physical Culture and Sports under the Government of the Kyrgyz Republic signed a Memorandum of Сooperation in the field of youth policy.

The memorandum provides for cooperation in the following areas:

  • implementation of exchange programs for youth, youth organizations and employees of authorized state bodies for the implementation of youth policy, 
  • exchanging information about events (forums, symposiums, congresses, conferences, seminars, trainings, festivals, exhibitions, competitions, briefings) and facilitating the participation of their representatives in events held in Russia and Kyrgyzstan, 
  • strengthening interaction in terms of the exchange of information and best practices in the field of legislative support for volunteering, measures of state support for civil initiatives, increasing the capacity of youth and volunteer organizations, implementing educational programs, projects and events aimed at sharing experience, 
  • assistance in the creation of the Fund for Youth and Volunteer Initiatives by youth organizations of two countries, 
  • implementation of programs for young entrepreneurs, 
  • development of interaction between youth projects and youth organizations.

The Kyrgyz Republic participates in the development of international youth cooperation through the Commonwealth of Independent States (CIS), the Eurasian Economic Union (EAEU), the Shanghai Cooperation Organization (SCO) and the Organization of Islamic Cooperation (OIC)
