The foundation for the development of youth relations between the Russian Federation and the Republic of Armenia is the intergovernmental Agreement on cooperation in the humanitarian sphere of October 24, 2011 and the Agreement of the CIS Member States on cooperation in the field of youth work of November 25, 2005.

In accordance with the Agreement of 2011, Russia and Armenia promote cooperation in the field of youth policy through the exchange of specialists and representatives of relevant organizations, hold joint seminars and meetings as well as promote direct cooperation between youth organizations and the exchange of information on youth events organized on the territory of their states, in order to encourage the participation of youth of the Russian Federation and the Republic of Armenia.

In order to implement the Agreement and specify measures, intergovernmental programs on cooperation in the field of youth policy as well as cooperation programs through interested ministries, departments, organizations and institutions can be adopted.

The Republic of Armenia participates in the development of international youth cooperation through the Council of Europe, the Commonwealth of Independent States (CIS), the Organization of the Black Sea Economic Cooperation (BSEC) and the Eurasian Economic Union (EAEU).
