The foundation for the development of youth relations between the Russian Federation and the People's Republic of China is the Agreement on cultural cooperation of December 18, 1992, the Joint Statement of the Russian Federation and the People's Republic of China on the development of comprehensive partnership and strategic cooperation entering a new era of June 5, 2019, the Joint Statement of the Russian Federation and the People's Republic of China on deepening comprehensive partnership and strategic cooperation entering a new era of March 21, 2023. 

The Agreement of 1992 provides:

• facilitating the establishment of direct contacts between higher educational institutions and departments involved in secondary education of two countries, 
• encouragement of exchanges of delegations of educational institutions. 

In accordance with the Joint Statement of 2019, Russia and China intend to take the following measures in the field of youth cooperation:

• create a brand of youth exchange by continuing the practice of bilateral contacts in the format of the 100 Young Leaders project which facilitate the expansion of the international youth movement and the growth in the number of joint programs and events of youth organizations in Russia and China. The parties will contribute to the implementation of the provisions of the Declaration on the age-old friendship between youth of Russia and China, 
• continue to work to support and popularize the project of Russia-Chinese youth business incubators facilitating the implementation of entrepreneurial initiatives of youth of Russia and China. The parties will facilitate the training of young people to innovate and create new enterprises, 
• expand the practice of exchanges and deepen cooperation in the field of physical culture and sports, to hold such popular sports competitions as the Russia-Chinese Summer Youth Games and the Youth Winter Games.

In accordance with the Joint Statement of 2023, Russia and China intend to:

• develop cooperation in the field of spiritual and moral education of young people, provide opportunities for self-realization, entrepreneurial, innovative, creative and other creative activities of children and youth as well as for expanding direct contacts and joint youth projects between Russia and China, 
• the parties will continue to deepen interaction through bilateral events in the field of volunteering, entrepreneurship, creativity and creative industries, the development of the children's movement through further coordinated work at multilateral youth platforms within the UN, BRICS, the SCO, the CICA and the G20.

Since 2010 an intergovernmental subcommittee on cooperation in the field of youth policy has been operating under the Russia-Chinese Commission on Humanitarian Cooperation. Its meetings are held alternately in the Russian Federation and in the People's Republic of China once a year. From the Russian side the subcommittee is headed by the Head of the Federal Agency for Youth Affairs.

One of the main projects within the Russia-Chinese youth cooperation was the Years of Friendly Youth Exchange between Russia and China in 2014 and 2015.

In 2001 a Cooperation Agreement was signed between the Russian Union of Youth and the All-China Youth Federation.

China is participating in the development of international youth cooperation through BRICS and the Shanghai Cooperation Organization (SCO).

The All-China Youth Federation is part of the World Assembly of Youth and the Asian Youth Council.
