The foundation for the development of youth relations between the Russian Federation and the Republic of Turkey are:
- the Treaty on the Principles of Relations between the Russian Federation and the Republic of Turkey of May 25, 1992,
- the Agreement on cultural and scientific cooperation of July 19, 1994,
- the Joint Declaration on deepening friendship and multifaceted partnership between the Russian Federation and the Republic of Turkey of December 6, 2004 signed in Ankara following the talks of the President of the Russian Federation Vladimir Putin with the President of the Republic of Turkey Ahmet Sezer,
- the Joint Declaration on advancing to a new stage in relations between the Russian Federation and the Republic of Turkey and further deepening friendship and multifaceted partnership of February 13, 2009 signed in Moscow following the talks of the President of the Russian Federation Dmitry Medvedev with the President of the Republic of Turkey Abdullah Gül.
In accordance with the Agreement, Russia and Turkey will encourage cooperation and ties between youth organizations through the exchange of delegations, holding student meetings and sports competitions, exhibitions of children's art as well as other joint events helping to strengthen personal contacts between youth representatives.
In 2017 the Agreement on cooperation was signed between the National Youth Council of Russia and the Union of the Youth Councils of Turkey.
The Republic of Turkey participates in the development of international youth cooperation through the Council of Europe, the Organization of the Black Sea Economic Cooperation (BSEC) and the Organization of Islamic Cooperation (OIC).
