The foundation for the development of youth relations between the Russian Federation and the Republic of Serbia is the Agreement on cooperation in the field of culture, education, science and sports of July 19, 1995 signed by the Government of the Russian Federation and the Federal Government of the Federal Republic of Yugoslavia as well as the Declaration on strategic partnership between the Russian Federation and the Republic of Serbia of May 24, 2013.

The Agreement provides for promoting the development of comprehensive ties in the field of culture, education, science and sports between organizations dealing with youth issues.

Youth cooperation between Russia and Serbia is also carried out within the framework of the implementation of the Memorandum of Understanding in the field of youth policy between the Federal Agency for Youth Affairs (Russian Federation) and the Ministry of Youth and Sports of the Republic of Serbia of October 27, 2015.

The Memorandum provides for the development of friendly and partnership relations between youth organizations and youth policy institutions in Russia and Serbia through the organization of meetings, exchange and other forms of cooperation as well as contacts between representatives of state authorities and organizations in the field of youth policy.

The Republic of Serbia participates in the development of international youth cooperation through the Council of Europe and the Organization of the Black Sea Economic Cooperation (BSEC).

The National Youth Council of Serbia is part of the European Youth Forum.
