Russian-Japanese youth cooperation is carried out in accordance with the Agreement between the Government of the Russian Federation and the Government of Japan on the establishment of the Russian-Japanese Youth Exchange Commission of March 15, 1999.

The Russian-Japanese Commission on Youth Exchanges was established to carry out activities that promote the development of youth exchanges between the Russian Federation and Japan by supporting specific joint projects of such exchanges.

The Commission exchanges information and opinions to make decisions on youth exchange projects, evaluates the effectiveness of the implementation of youth exchange projects and approves the Plan of Russian-Japanese Youth Exchanges.

Meetings of the Commission are held once a year alternately in the Russian Federation and Japan.

The commission consists of 6 members (3 people from each side). Members of the Commission from the Russian side were the Deputy Minister of Science and Higher Education of the Russian Federation M.A. Borovskaya, the Head of the Federal Agency for Youth Affairs A.V. Bugaev and the Director of the Third Asian Department of the Russian Foreign Ministry N.S. Nozdrev. Members of the Commission from the Japanese side were the Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation Toyohisa Kozuki, the Minister of the Japanese Embassy in the Russian Federation Toshio Yamamoto, the Head of the Department of Japanese-Russian Exchanges of the Department of European Countries of the Ministry of Foreign Affairs of Japan Keiichi Shima.

In 2019 the meeting of the Russian-Japanese Youth Exchange Commission was held on March 20 in Moscow.

Participants 

Participants were members of the Russian-Japanese Commission on Youth Exchanges and representatives of organizations and institutions assisting in the implementation of Russian-Japanese youth exchanges. Only 14 people participated there.  

Key results

Following the meeting of the Russian-Japanese Commission on Youth Exchanges the Plan of Russian-Japanese Youth Exchanges for 2019 was approved.

As a part of the Russian-Japanese Youth Exchange Plan for 2019 following main joint events were planned:

  • Russian-Japanese Youth Forum (September, the Russian Federation), 

  • Japanese-Russian Youth Forum (November-December, Japan). 

During the meeting the Russian side informed about the need to amend the Agreement of March 15, 1999 in terms of the actual names of the executive authorities of the Russian Federation.

The final protocol of the meeting of the Russian-Japanese Commission on Youth Exchanges was signed by the members of the Commission – the Deputy Minister of Science and Higher Education of the Russian Federation M.A. Borovskoy, the Head of the Federal Agency for Youth Affairs A.V. Bugaev, the Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation T. Kozuki, the Minister of the Embassy of Japan in the Russian Federation T. Yamamoto, the Head of the Department of Japanese-Russian Exchanges of the Department of European Countries of the Ministry of Foreign Affairs of Japan K. Sima.
