The Japan-Russia Youth Exchange Center was established in 1999 in accordance with the Agreement between the Government of the Russian Federation and the Government of Japan on the Establishment of the Russia-Japanese Youth Exchange Commission of March 15, 1999.

The main tasks of the Japan-Russia Youth Exchange Center:

• sending groups of Japanese youth to Russia and receiving groups of Russian youth in Japan, 
• assistance to young people who wish to go to Russia as teachers of the Japanese language, 
• providing grants for young Russian and Japanese researchers.

In addition, the Center:

• is responsible for the formation of the annual Plan of Russia-Japan Youth Exchange from the Japanese side, 
• jointly with the Coordinating Bureau of Russia-Japan Youth Exchange holds events on issues of bilateral youth cooperation, 
• participates in the preparation and holding of meetings of the Russia-Japan Commission on Youth Exchange.

The Japan-Russia Youth Exchange Center and the Coordinating Bureau of Russia-Japan Youth Exchanges jointly perform the functions of the Secretariat of the Russia-Japan Youth Exchange Commission and are also the organizers of the traditional Russia-Japan Youth Forum and the Japan-Russia Youth Forum which have been held annually since 2015 in Russia and Japan (in 2020-2021 it was in an online format).

In 2021 under the auspices of the Year of Russia-Japan Interregional and Sister-City Exchange, on the initiative of the Coordinating Bureau of Russia-Japan Youth Exchanges and the Japan-Russia Youth Exchange Center, the Russia-Japan Youth Forum "Partner Cities" was held for the first time.

Joint events of the Japan-Russia Youth Exchange Center and the Coordinating Bureau of Russia-Japan Youth Exchanges are supported by the Ministry of Science and Higher Education of the Russian Federation on the Russian side, and the Ministry of Foreign Affairs of Japan on the Japanese side.
