The Russian-Japanese Youth Exchange Commission was established in accordance with the Agreement between the Government of the Russian Federation and the Government of Japan on the establishment of the Russian-Japanese Youth Exchange Commission dated March 15, 1999.
The purpose of the Commission is to carry out activities facilitating the development of youth exchanges between the Russian Federation and Japan by providing support for specific joint projects of such exchanges.
The Commission:
- exchanges information and opinions to make decisions on Russian-Japanese youth exchange projects,
- evaluates the effectiveness of the implementation of Russian-Japanese youth exchange projects,
- approves the Plan of Russian-Japanese Youth Exchange for the current year.
The Commission consists of six members (three people from each side):
- Members of the Committee from the Russian side are the Deputy Minister of Science and Higher Education of the Russian Federation who is the co-chairman of the Committee from the Russian side, the Deputy Head of the Federal Agency for Youth Affairs and the Director of the Third Department of Asia of the Ministry of Foreign Affairs of the Russian Federation,
- Members of the Committee from the Japanese side are the Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation (the co-chair of the Committee from the Japanese side), the Minister of the Embassy of Japan in the Russian Federation and the Head of the Japanese-Russian Exchange Department of the Department of European Countries of the Ministry of Foreign Affairs of Japan.
The composition of the Russian part of the Commission was approved by the Decree of the Government of the Russian Federation of September 19, 2020 No. 2403-r.
The functions of the Secretariat of the Commission are jointly performed by the Coordinating Bureau of Russian-Japanese Youth Exchange and the Japanese-Russian Youth Exchange Center.
The meetings of the Commission are held once a year alternately in the Russian Federation and Japan.
