Russian-German youth cooperation is carried out in accordance with the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Germany in the field of youth cooperation of December 21, 2004.
In 2006 in order to implement the Agreement, National Coordination Bureaus for Youth Exchanges were established in Russia and Germany. In Russia since 2019 functions of the Coordination Bureau have been performed by the federal state budgetary educational institution of higher education "MIREA – Russian Technological University" (RTU MIREA). In Germany functions of the Coordination Bureau are performed by the German-Russian Youth Exchange Foundation.
Every year starting from 2014 alternately in Russia and Germany working meetings of Coordination Bureaus are held to discuss concepts of holding joint events within the framework of the Russian-German Youth and School Exchange Program approved by the Russian-German Council in the field of youth cooperation.
In 2019 the sixth working meeting of the Russian Coordination Bureau for Youth Exchanges with Germany and the German-Russian Youth Exchange Foundation took place.
Basic purposes:
- evaluation of results of the 14th meeting of the Russian-German Council in the field of youth cooperation and its consequences for the work of the Coordination Bureaus,
- discussion of concepts for holding joint events of the Russian Coordination Bureau for Youth Exchanges with Germany and the German-Russian Youth Exchange Foundation for 2019,
- discussion of the concept of a new edition of a practical guide for organizers of Russian-German school and youth exchanges,
- discussion of the further development of Russian-German youth exchanges in the field of mass sports,
- discussion of cooperation opportunities with CLAAS company.
Participants were representatives of RTU MIREA (Russian Coordination Bureau for Youth Exchanges with Germany), the German-Russian Youth Exchange Foundation, the Ministry of Science and Higher Education of the Russian Federation, the Russian Student Sports Union, the German Sports Youth Association, the German-Russian Forum and CLAAS company. In total 13 people participated there.
Key results
The Russian side informed that since 2019 functions of the Russian Coordination Bureau for Youth Exchanges with Germany have been performed by RTU MIREA (Institute of Youth Policy and International Relations).
Parties noted that the non-signing once again of the protocol of the Russian-German Council in the field of youth cooperation (due to the uncoordinated position on Crimea) could complicate the work of Coordination Bureaus.
Concepts for holding joint events within the framework of the Russian-German Youth and School Exchange Program for 2019 were agreed upon (goals, dates and venue, categories and system for selecting participants, main points of the program of each event): the seminar "Language animation in the Russian-German youth exchange" (Rostov-on-Don), 3rd Youth Forum of partner cities of Russia and Germany (Düren), Russian-German Forum of organizers of sports youth exchanges (Dortmund), Russian-German seminar for youth workers "Prevention of radicalism among youth" (Moscow, Kazan), Russian-German project "Sport unites" (Berlin, Hamburg), Russian-German seminar on organizing youth exchanges at the regional level, Krasnodar), a plan was agreed to develop a new edition of a practical guide for organizers of Russian-German school and youth exchanges. Agreements were reached CLAAS company will become a partner of the Russian-German seminar on organizing youth exchanges at the regional level.
In connection with the 15th anniversary of the signing of the Agreement between the Government of the Russian Federation and the Government of the Federal Republic of Germany in the field of youth cooperation it was decided to hold a special event "Berlin Dialogue" with the participation of representatives of relevant ministries, organizers of youth and school exchanges, deputies of the State Duma and the Bundestag.
