Coordinating Bureau of Russian-Japanese Youth Exchanges

The Coordinating Bureau of Russian-Japanese Youth Exchanges was established in 2004 in accordance with the Agreement between the Government of the Russian Federation and the Government of Japan on the establishment of the Russian-Japanese Commission on Youth Exchanges dated March 15, 1999.

Initially, the activities of the Coordinating Bureau were organized on the basis of the state institution "Center for International Youth Cooperation" (the subordinate institution of the Ministry of Education of the Russian Federation). 

In 2015 the functions of the Coordinating Bureau were transferred to the Federal State Budgetary Institution "International Youth Center" (the subordinate institution of the Federal Agency for Youth Affairs). Later on, the FSBI "International Youth Center" was renamed the FSBI "Youth Resource Center".

Since 2019 the functions of the Coordinating Bureau of Russian-Japanese Youth Exchanges have been performed by MIREA – Russian Technological University (the Bureau operates on the basis of the Institute of Youth Policy and International Relations).

The Bureau’s tasks:

  • methodological, informational and consulting support for Russian organizations carrying out Russian-Japanese youth exchanges, 
  • the formation of the annual Plan of Russian-Japanese youth exchanges from the Russian side, 
  • organization of the main events of the Russian-Japanese Youth Exchanges Plan together with the Japan-Russia Youth Exchange Centerand other events on Russian-Japanese youth cooperation, 
  • informing young people and youth organizations from Russia about the possibilities of participating in Russian-Japanese youth events, 
  • participation in the preparation and holding of meetings of the Russian-Japanese Commission on youth exchanges.

The Coordinating Bureau of Russian-Japanese Youth Exchanges and the Japan-Russia Youth Exchange Center jointly perform the functions of the Secretariat of the Russian-Japanese Youth Exchange Commission. They are also the organizers of the traditional Russian-Japanese Youth Forum and the Japanese-Russian Youth Forum that have been held annually since 2015, respectively, in Russia and Japan (in 2020-2021 in an online format). 

In 2021 under the auspices of the Year of Russian-Japanese Interregional and Sister-City Exchanges, on the initiative of the Coordinating Bureau of Russian-Japanese Youth Exchanges and the Japan-Russia Youth Exchange Center, the Russian-Japanese Youth Forum on "Partner Cities" was held for the first time.

In 2020 MIREA – Russian Technological University as part of the tasks of the Coordinating Bureau of Russian-Japanese Youth Exchanges published a collection of methodological materials "Russian-Japanese Youth Exchanges".

Joint activities of the Coordinating Bureau of Russian-Japanese Youth Exchanges and the Japan-Russia Center for Youth Exchanges are supported by the Ministry of Science and Higher Education of the Russian Federation on the Russian side and by the Ministry of Foreign Affairs of Japan on the Japanese side.
