One of the tasks of the Ministry of Foreign Affairs of Japan is to support and coordinate international youth cooperation including youth exchanges.

In particular, the Ministry of Foreign Affairs of Japan:

  • implements the Japan JET Exchange and Training Program (jointly with the Ministry of Internal Affairs and Communications of Japan, the Ministry of Education, Culture, Sports, Science and Technology of Japan and the Council of Local Authorities for International Relations of Japan). The program provides an opportunity for young people from all over the world to work in schools in Japan as an assistant language teacher or sports instructor as well as to work as an international relations coordinator for local governments and related organizations in order to promote international exchange in local communities, 
  • supports JET alumni organizations, 
  • implements programs: "JENESYS" (an exchange of students and youth from Japan and countries of the Asia-Pacific Region), "KAKEHASHI" (a visit to Japan for high school students and young professionals from Canada and the USA), "MIRAI - Mutual-understanding, Intellectual Relations and Academic Exchange Initiative" (a short-term exchange visit to Japan for graduate students and young professionals from Europe and Central Asia), "Juntos" (a visit to Japan for young diplomats and civil servants from Latin America and CELAC countries), 
  • in partnership with the Ministry of Education, Culture, Sports, Science and Technology of Japan coordinates the implementation of student exchange programs. It also supports associations of foreign graduates of Japanese universities, 
  • is a partner in the implementation of the pilot educational program of the United Nations "Young Leaders Fund for a World without Nuclear Weapons" implemented in 2023-2030, 
  • coordinated the selection of participants and the implementation of the G7 Youth Summit held in 2016 in Japan, 
  • was responsible for coordinating the "JENESYS 2.0" youth exchange project between Japan and ASEAN Member States which was carried out from 2013 to 2018.

As part of the development of Russian-Japanese youth cooperation the Ministry of Foreign Affairs of Japan is responsible for the implementation of the Agreement between the Government of the Russian Federation and the Government of Japan on the establishment of the Russian-Japanese Youth Exchange Commission dated March 15, 1999. The members of the Russian-Japanese Commission on Youth Exchanges from the Japanese side are the Minister of the Japanese Embassy in the Russian Federation and the Head of the Japanese-Russian Exchanges Department of the Department of European Countries of the Ministry of Foreign Affairs of Japan. The co-chairman is the Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation.

The Ministry of Foreign Affairs of Japan and the Japan-Russia Youth Exchange Centre are key partners from the Japanese side in the implementation of the main events of the annual Russian-Japanese Youth Exchange Plan, primarily the Russian-Japanese and Japanese-Russian Youth Forums.
