The foundation for the development of youth relations between the Russian Federation and the Republic of Poland is the intergovernmental Agreement on youth cooperation of April 9, 1996 and the intergovernmental Agreement between the Government of the Russian Federation and the Government of the Republic of Poland on cooperation in the field of culture, science and education of August 25, 1993.

The purpose of the Agreement on youth cooperation is to promote various forms of contacts between youth and youth organizations of both countries as well as representatives of institutions working with youth.

The Agreement on youth cooperation provides for:

  • cooperation between youth organizations of both countries in order to get acquainted with the cultural heritage, the current state of culture, literature and art, 
  • expanding contacts and cooperation between various interest groups of young people, young parliamentarians, public administration employees, political and public figures, local government employees, young scientists, entrepreneurs, farmers, students, schoolchildren, youth working in the media, 
  • exchange of specialists in the field of prevention of violation of the law, violence in the family and society, prevention of the spread of drug addiction, substance abuse, alcoholism, AIDS among youth, 
  • exchange of experience in the work of social services, implementation of programs of psychological, rehabilitation, legal, informational, social assistance and support for children and youth, prevention of homelessness, development of social security for disabled youth and their involvement in youth exchanges, 
  • development of contacts in the field of group and individual tourism, sports, recreation and leisure, youth.

In accordance with the Agreement on cooperation in the field of culture, science and education, Russia and Poland will develop cooperation between state organizations and institutions responsible for youth issues and encourage direct contacts between youth organizations and young people of both countries, promote the development of direct ties and cooperation between higher, secondary and professional educational institutions.

Poland participates in the development of international youth cooperation through the Council of Europe and the Council of the Baltic Sea States (CBSS).

The Polish Council of Youth Organizations (Polska Rada Organizacji Młodzieżowyc) is part of the European Youth Forum.
