The foundation for the development of youth relations between the Russian Federation and the Italian Republic is the intergovernmental Agreement on cooperation in youth affairs of January 15, 2001 and the intergovernmental Agreement on cooperation in the field of culture and education of February 10, 1998.

The purpose of the Agreement of 2001 is to encourage friendly relations and comprehensive, direct youth exchange between Russia and Italy.

Priority areas and goals of Russia-Italian youth cooperation:

  • consultations and exchange of experience between youth leaders and experts of state institutions in the field of youth policy, 
  • educating young people in the spirit of democratic values and respect for human rights, 
  • involvement of young people in solving vital issues, including the problems of social protection, education, environmental protection, study and preservation of the cultural heritage of two countries, 
  • dissemination among youth of the idea of creating an atmosphere of mutual trust and cooperation in Europe, 
  • promoting the study of languages, culture, literature and art of two states by young people in the interests of forming a common European cultural space, 
  • development of cooperation in the field of youth tourism and sports as one of the factors of social and physical education of youth.

In order to implement the Agreement, a mixed Working Group consisting of representatives of state and public organizations of Russia and Italy on a parity basis can be created to draw up youth exchange programs for the relevant periods and coordinate work on their implementation. Meetings of the Working Group are usually held once every two years alternately in Russia and Italy.

The Ministry of Science and Higher Education of the Russian Federation is responsible for the implementation of the Intergovernmental Agreement of 2001 from the Russian side, and the Ministry of Foreign Affairs of the Italian Republic is responsible from the Italian side in its turn.

In accordance with the Agreement of 1998 on cooperation in the field of culture and education, Russia and Italy promote cooperation between state authorities in charge of youth issues as well as direct contacts between youth organizations and young people of two countries.

Italy participates in the development of international youth cooperation through the Council of Europe.

The Italian Youth Council is part of the European Youth Forum.

Until 2022 the Italian Youth Council cooperated with the National Youth Council of Russia.
