The foundation for the development of youth relations between the Russian Federation and the Republic of Finland is the Agreement on cooperation in the field of culture, education and research activities of July 11, 1992.

In accordance with the Agreement, Russia and Finland will develop cooperation between state organizations and institutions responsible for youth issues and encourage contacts between youth organizations and young people of both countries.

Finland participates in the development of international youth cooperation through the Arctic Council, the Barents Euro-Arctic Council (BEAC) and the Council of the Baltic Sea States (CBSS).

The Finnish National Youth Council is part of the European Youth Forum.
