The foundation for the development of youth relations between the Russian Federation and the Republic of Bulgaria is the intergovernmental Agreement on cooperation in the field of culture, education and science of April 19, 1993.
In accordance with the Agreement, Russia and Bulgaria will develop cooperation between state organizations and institutions responsible for youth issues as well as encourage direct contacts between youth organizations and youth of both countries.
Bulgaria participates in the development of international youth cooperation through the Organization of the Black Sea Economic Cooperation (BSEC).
The National Youth Forum of Bulgaria is part of the European Youth Forum.
