The foundation for the development of youth relations between the Russian Federation and the Republic of Albania is the intergovernmental Agreement on cultural and scientific cooperation of April 11, 1995.

In accordance with the Agreement, Russia and Albania will facilitate: 

• the development of direct links between higher, secondary specialized, vocational and technical educational institutions and general education schools, 

• the exchange of students, students of technical, vocational and educational schools, 

• the development of direct links in the field of culture between youth organizations.

Albania participates in the development of international youth cooperation through the Council of Europe, the Organization of the Black Sea Economic Cooperation (BSEC) and the Organization of Islamic Cooperation (OIC).

The International Youth Federation of Albania is an observer at the World Assembly of Youth.
