The foundation for the development of youth relations between the Russian Federation and the Kingdom of Spain is the Agreement on cooperation in the field of culture and education of April 11, 1994.

In accordance with the Agreement, Russia and Spain will develop cooperation between organizations and youth associations, encourage direct contacts between young people of both countries and promote cooperation in the field of education through the exchange of students and pupils, the development of relations between higher, secondary and professional educational institutions as well as other educational institutions and organizations.

Spain participates in the development of international youth cooperation through the Council of Europe.

The Spanish Youth Council is part of the European Youth Forum.
