The foundation for the development of youth relations between the Russian Federation and the Hellenic Republic is the Treaty of Friendship and Cooperation of June 30, 1993 and the intergovernmental Agreement on cultural and scientific cooperation of June 30, 1993.

In accordance with the Treaty, Russia and Greece will facilitate the development of cooperation between youth public organizations.

In accordance with the Agreement, Russia and Greece will develop cooperation between organizations and youth associations as well as encourage direct contacts between young people from both countries.

Greece participates in the development of international youth cooperation through the Council of Europe and the Organization of the Black Sea Economic Cooperation (BSEC).

The Hellenic National Youth Council is part of the World Assembly of Youth and the European Youth Forum.
