The foundation for the development of youth relations between the Russian Federation and the Republic of Venezuela is the intergovernmental Agreement on cultural and scientific cooperation of May 24, 1996.

In accordance with the Agreement, Russia and Venezuela will promote contacts between youth of both countries and strengthen cooperation between organizations and institutions created for the development, protection and welfare of youth.

The impetus for the development of bilateral youth cooperation was the XIX World Festival of Youth and Students, in preparation for which in 2017 contacts were established, and an Agreement on cooperation between the National Youth Council of Russia and the organization "Communist Youth of Venezuela" was signed.

Venezuela participates in the development of international youth cooperation through the Community of Latin American and Caribbean States (CELAC).
