The foundation for the development of youth relations between the Russian Federation and the United States of America is the Memorandum of Understanding between the Government of the Russian Federation and the Government of the United States of America on the principles of cooperation in the field of culture, humanities and social sciences, education and mass media of September 2, 1998.
The Memorandum provides for the promotion of contacts and cooperation between youth non-governmental organizations in Russia and the United States of America.
The United States of America participates in the development of international youth cooperation through the Arctic Council.
The United States Youth Council is a member organization of the World Assembly of Youth.
