The foundation for the development of youth relations between the Russian Federation and the Republic of Slovenia is the Agreement on cooperation in the field of culture, science and education of November 17, 1995.

In accordance with the Agreement, Russia and Slovenia will promote the development of comprehensive ties between youth of both countries as well as promote the establishment and development of direct ties between educational institutions and organizations through direct cooperation agreements. The parties will facilitate the exchange of students as well as the exchange of students of secondary and secondary specialized educational institutions.

Slovenia participates in the development of international youth cooperation through the Council of Europe.

The National Youth Council of Slovenia is part of the European Youth Forum.
