The foundation for the development of youth relations between the Russian Federation and the Republic of North Macedonia is the Agreement on cooperation in the field of culture, education and science of July 26, 1995.

In accordance with the Agreement, Russia and North Macedonia will promote the development of comprehensive ties in the field of culture, education, science and sports between organizations dealing with youth issues as well as promote the development of direct ties between educational institutions of all levels and the exchange of students, provide scholarships to students on a mutual basis, graduate students, trainees and other persons of one country sent for specialization in educational and scientific institutions of another country.

Macedonia participates in the development of international youth cooperation through the Council of Europe and the Organization of the Black Sea Economic Cooperation (BSEC).

The National Youth Council of Macedonia is part of the World Assembly of Youth and the European Youth Forum.
