The foundation for the development of youth relations between the Russian Federation and the Kingdom of Norway is the intergovernmental Agreement on cooperation in the field of culture, education and scientific research of October 24, 1994.

In accordance with the Agreement, Russia and Norway will promote cooperation between organizations and institutions in the field of youth policy as well as between public organizations and young people of both countries.

Norway participates in the development of international youth cooperation through the Council of Europe, the Arctic Council, the Barents Euro-Arctic Council (BEAC) and the Council of the Baltic Sea States (CBSS).

The Norwegian Children and Youth Council is part of the European Youth Forum and the World Assembly of Youth.
