The foundation for the development of youth relations between the Russian Federation and the Kingdom of Morocco is the intergovernmental Agreement on cultural and scientific cooperation of September 7, 2006.
In accordance with the Agreement, Russia and Morocco create favorable conditions for the development of cooperation and youth exchange, encourage direct contacts between youth organizations and associations of both countries.
Morocco participates in the development of international youth cooperation through the Pan African Youth Union and the Organization of Islamic Cooperation (OIC).
Morocco hosts the headquarters of the Pan African Youth Union.
