The foundation for the development of youth relations between the Russian Federation and the Republic of Mali is the Agreement on cultural and scientific cooperation of February 6, 1995.

In accordance with the Agreement, Russia and Mali will create favorable conditions for contacts and exchange between youth organizations as well as promote the establishment of direct links between secondary and higher educational institutions.

Mali participates in the development of international youth cooperation through the Pan African Youth Union and the Organization of Islamic Cooperation (OIC).

The National Youth Council of Mali is part of the Pan African Youth Union.

The Malian Movement for the Advancement of Youth is a member of the World Assembly of Youth.
