The foundation for the development of youth relations between the Russian Federation and the People's Democratic Republic of Algeria is the intergovernmental Agreement on cooperation in the field of culture, science, education, sports, tourism and archives of April 4, 2001.

In accordance with the Agreement, Russia and Algeria promote the development of youth exchange and the establishment of direct ties between youth organizations of two states as well as the development of cultural leisure for young people and the exchange of representatives of state and local authorities in youth work and experts in the field of youth education, social work as well as specialists in the field of the use of information technologies in youth work.

Algeria participates in the development of international youth cooperation through the Organization of Islamic Cooperation (OIC).

The National Association of the Algerian Youth Federation is affiliated to the World Assembly of Youth and to the Pan African Youth Union.
