The foundation for the development of youth relations between the Russian Federation and the Republic of Hungary is the intergovernmental Agreement on cooperation in the field of culture, science and education of September 20, 1993.

In accordance with the Agreement, Russia and Hungary will develop cooperation between organizations and institutions responsible for youth issues, encourage direct contacts between youth organizations and youth of both countries.

Hungary participates in the development of international youth cooperation through the Council of Europe.

The National Youth Council of Hungary is part of the European Youth Forum.
