The foundation for the development of youth relations between the Russian Federation and the United Kingdom of Great Britain and Northern Ireland (the UK) is the Agreement on cooperation in the field of education, science and culture of February 15, 1994.

In accordance with the Agreement, Russia and the UK will encourage cooperation between official institutions dealing with youth issues as well as direct contacts between youth and youth organizations.

The UK participates in the development of international youth cooperation through the Council of Europe.

The British Youth Council is part of the European Youth Forum and the World Assembly of Youth.
