The foundation for the development of youth relations between the Russian Federation and the Portuguese Republic is the Agreement on cultural and scientific cooperation of July 21, 1994.
In accordance with the Agreement, Russia and Portugal:

undertake to expand the forms and improve the methods of cooperation between youth organizations of both countries and express interest in the development of youth exchange,

will encourage the participation of Russian and Portuguese youth in activities carried out by youth organizations in both countries in various fields.
Portugal participates in the development of international youth cooperation through the Council of Europe.
The Portuguese Institute of Sports and Youth is an observer at the World Assembly of Youth.
