The foundation for the development of youth relations between the Russian Federation and the Republic of Djibouti is the intergovernmental Agreement on cultural and scientific cooperation of April 10, 1995.

In accordance with the Agreement, Russia and Djibouti undertake to encourage, strengthen and develop cooperation and exchange between educational institutions of both countries, cooperation between relevant ministries and departments as well as to encourage cultural and scientific exchange between non-governmental organizations of both countries.

Djibouti participates in the development of international youth cooperation through the Organization of Islamic Cooperation (OIC).
