The foundation for the development of youth relations between the Russian Federation and the Republic of Austria is the intergovernmental Agreement on cultural cooperation of October 27, 1998.

In accordance with the Agreement, Russia and Austria promote the development of ties between youth of both countries, cooperation between institutions dealing with youth issues, youth workers as well as direct contacts between youth organizations and non-governmental organizations operating in this area.

The key project within the framework of bilateral youth cooperation was the Russia-Austrian Year of Youth Exchange held in 2019 at the initiative of the President of the Russian Federation Vladimir Putin and the Federal Chancellor of Austria Sebastian Kurz.

Austria participates in the development of international youth cooperation through the Council of Europe.

The Austrian National Youth Council is part of the European Youth Forum.
