The foundation for the development of youth relations between the Russian Federation and Romania is the intergovernmental Agreement on cooperation in the field of culture, science and education of September 27, 1993.
In accordance with the Agreement, Russia and Romania will develop cooperation between organizations and youth associations and encourage direct contacts between young people of both countries.
Romania participates in the development of international youth cooperation through the Council of Europe and the Organization of the Black Sea Economic Cooperation (BSEC).
The Romanian National Youth Council is part of the European Youth Forum.
