The foundation for the development of youth relations between the Russian Federation and the Republic of Malta is the Agreement on cultural cooperation of December 30, 1994.

In accordance with the Agreement, Russia and Malta will encourage contacts between youth organizations of both countries in particular through the exchange of youth groups on a reciprocal basis as well as the development of educational contacts between universities and other higher education institutions including student exchanges.

Malta participates in the development of international youth cooperation through the Council of Europe.

The National Youth Council of Malta is part of the European Youth Forum.
