The foundation for the development of youth relations between the Russian Federation and the Grand Duchy of Luxembourg is the Agreement on cooperation in the field of culture, education and science of June 28, 1993.

In accordance with the Agreement, Russia and Luxembourg will encourage youth exchange between two countries paying special attention to decentralized cooperation, training for the relevant youth structures and youth education. For the implementation of specific projects consultations of experts in the field of youth policy will be held.

Luxembourg participates in the development of international youth cooperation through the Council of Europe.

The National Youth Council of Luxembourg (Conférence Générale de la Jeunesse Luxembourggoise) is part of the World Assembly of Youth and the European Youth Forum.
